Welcome to Taipei Motor Vehicle Office. We will show you matters to note and the criteria for deducting points on a driving test for regular small cars and regular heavy motorcycles in the coming clip. The examinees of the two tests have to obtain more than 85 points in the written test before they may take the driving test. The points to note on the driving test are:

Rules for the location of the driving test for drivers of automobiles and motorcycles
I. Your own automobile is forbidden to come into the location of the driving test. It should be parked at the designated place.
II. The examinees shall carry their ID’s, application documents and other papers for verification. They have to arrive at the location of the driving test for examination at the designated time.
III. While waiting for the test, examinees have to obey the rules of the test location and wait in their designated place. Please do not linger, walk, make noise or argue.
IV. Please read carefully the test rules, criteria of scoring and the test route. If in doubt, please ask questions during the test.
V. The examinees will be called by name according to their numbers and start the test after verification of identification and photographs.
VI. The examinees shall follow the instructions of the invigilator and respect his/her authority.
VII. If an examinee loses 30 points (failure), he or she can no longer drive the car (and must sit on the back seat). The invigilator will drive the car back to the starting point.
VIII. The examinees shall not insult or bribe the invigilator; if they attempt to do so they will be punished according to regulations.
IX. The test results of the examinees will be invalidated if he or she has somebody assist him/her by gestures or words or in any other way.
X. The examinees shall, in the event of damaging the test cars or equipment, restore them back to their original condition or pay for repairs.
XI. Examinees must wear appropriate footwear; those with bare feet, bareback footwear or slippers shall not take the test. Smoking and chewing betel nut are not allowed in the test car.
XII. Examinees who take the test without following the regulations or enter the test in an improper manner will be handled according to Article 70 of the Road Traffic Security Rules.



First, let us introduce you the riding skills required and the criteria for deducting points on the driving test for regular motorcycles:

Explanations to the test for riders of regular heavy motorcycles:

Points to note:

During the driving test, please wear a safety helmet and have your ID, examination paper, and motorcycle license ready for inspection by the examiner. There are two parts to the test: Straight-line stability test and the test for dealing with aspects of driving in real road conditions (including railroad crossing, forked road intersection, surrounding road riding and crosswalk).

First part: Straight-line stability test
Straight-line balance riding: (only one makeup test is allowed.)
1. This part is scored independently and only one makeup test is allowed.
 2. The time for passing the destination shall not be less than seven seconds. Wheels touching pipes (Do you mean a fence or barrier at the side of the road?) or feet touching the ground is treated as failure.
 3. Those who pass this part shall continue with the test for dealing with aspects of driving in real road conditions; those who fail must sign up again for the driving test after at least seven days.
Criteria for deducting points:
1. Straight-line balance riding completed in fewer than seven seconds –32 points
2. Wheels touching pipes---32 points
3. Touching the ground with one or both feet---32

Second Part--- Test for dealing with aspects of driving in real road conditions

Railroad crossing:
1. When the alarm bell rings and the red light flashes, the examinee shall stop at the stop line; the front wheel shall not go over the stop line.
2. In the event of power failure or breakdown of equipment such that the light is not working, the examinee still has to stop and then continue only after confirming no trains are coming from either side.
Criteria for deducting points:
1. Not stopping to check or driving straight through the railroad crossing ---32 points
2. Engine stalling or the driver stopping at the railroad crossing---32 points
3. Front wheel going over the stop line when stopping---32 points

Forked road intersection:
1. The examinee has to ride while taking due note of the signs. He or she has to stop in front of the stop line when the green light flashes and then becomes a yellow light and then a red light: the front wheel must not go over the stop line.
2. In the event of power failure or breakdown of equipment such that the light is not working, the examinee still has to stop and then continue again after confirming no vehicles are coming from either side.

Criteria for deducting points:
1. Not obeying the signs, ignoring the yellow and red lights ---32 points.
2. The front wheel going over the stop line when the light is red ---32 points.

Crosswalk:
1. The examinee shall stop in front of the stop line when the double-yellow light flashes; the front wheel must not go over the stop line.
2. In the event of power failure or breakdown of equipment such that the light is not working, the examinee still has to stop and continue only after confirming no vehicles are coming from the two sides.

Criteria for deducting points:
1. Not stopping or not letting pedestrians pass through first---32 points
2. Front wheel going over the stop line---32 points

Test for dealing with aspects of driving in real road conditions:
  1. Please ride according to the signs, symbols and marking lines. When stopping is required, it can be done by either one or both feet touching the ground.
  2. Where no stopping is required in the driving test surroundings, the feet shall not touch the ground nor the wheels the pipes (points to be deducted according to the review table of the driving test).
3. Those who lose less than 30 points can continue with the test.

Criteria for deducting points:
1. Engine stalling during riding (a serial deduction applies)---8 points
2. A single foot touching the ground during riding (a serial deduction applies)---8 points
3. Two feet touching the ground during riding (a serial deduction applies)---16 points
4. Causing accidents or falling down---32 points
5. Wheels touching pipes (a serial deduction applies)---16 points


Other technical operations (A serial deduction applies in the same sub-item and the maximum points which may be deducted in this section is 18.)
1. Leaping forward (kangaroo hopping) of the machine caused by a fast start---2 points
2. Improper operation of clutch---2 points
3. Improper control of accelerator---2 points
4. Improper use of turn signals ---2 points


Now, let us show you the overall standard riding skill required from the starting point.


After the test is over, please go to the examiner to give him or her the certificates and application papers. Those who pass the test shall receive their license at Window 20 in A Building along with their ID and application documents. For those who fail, the point of single item will not be preserved. They must apply for a new driving test at Window 22 at A Building at least seven days after the previous test.




Now, we will show you the driving skills required and the criteria for deducting points on the driving test for regular small cars:

There are 8 major items in the driving test for regular small cars: reversing the car into a garage, parallel roadside parking, moving forward and backward on a curve, railroad crossing, forked road intersection, stability test in gear switching, going up and down a hill and pedestrian crossings. Please prepare your ID and application papers for review by the invigilator. After confirmation of identity, the examinee shall buckle up their seat belt and wait for the instructions of the invigilator for the driving test.

First part
1. Reversing the car into a garage
Reversing still has to be completed even if a pipe is touched. Points will be deducted only once if there is no repetition.
Criteria for deducting points:
1. Wheels touching pipes or the car was not reversed into the designated area ---16 points.
Second part
2 Parallel roadside parking
Reversing still has to be completed even if a pipe is touched. Points will be deducted only once if there is no repetition.

Criteria for deducting points:
1. Wheel touching the pipe or the car was not reversed into the designated area ---16 points

Third part
3 Moving forward and backward on a curve
1.Wheel touching pipes during reversing will not be deducted points and one repetition is allowed. If the pipe is touched when moving forward 32 points will be deducted. Provided the accumulated deducted points are less than 30 in reversing, the examinee may try again once only. The second try will start from the starting point again.
2. A serial deduction applies if the engine stalls.
3. A deduction of two points maximum in parking.
Criteria for deducting points:
1. Wheel touching pipes when driving forward---32 points.
2. Engine stalling or parking---8 points.

Fourth part
4. Railroad crossing
1. When the alarm bell rings and the red light flashes, the examinee shall stop at the stop line; the front wheel must not go over the stop line.
2. In the event of power failure or breakdown of equipment such that the light is not working, the examinee still has to stop and then continue after confirming no trains are coming from either side.

Criteria for deducting points:
1. Not stopping the car to check---32 points.
2. Changing gears or engine stalling on the railroad crossing---32 points.
3. The front wheel going over the designated area when parking---32 points.

Fifth part
5. Forked road intersection
1. The examinee has to drive according to the signs. He or she has to stop in front of the stop line when the green light flashes before changing to yellow and then red; the front wheel must not go over the stop line.
2. In the event of power failure or breakdown of equipment such that the light is not working, the examinee still has to stop and then continue after confirming no vehicles are coming from the two sides.
2. The flashing of the green light is set at five seconds.

Criteria for deducting points:
1. Going over the stop line under yellow and red lights---32 points.

Sixth part
6. Stability test when gear changing
The examinee has to change to the third gear in order within 45 meters with no improper operations such as engine stalling, touching the pipe, clutch and accelerator, etc within that distance. Points will be deducted accordingly.
Criteria for deducting points:
1. Unable to change to the third gear in order within 45-meters ---16 points.
2. Unable to change to third gear within 45-meters ---16 points.
3. Wheels touching pipes---32 points.

Seventh part
Seven. Going up and down a hill

The examinee has to drive up a hill according to the rules.
Criteria for deducting points:
1. Wheel touching pipes---16 points.
2. Reversing more than 15 cm on the slope---16 points.
3. Engine stalling on the slope---16 points.
4. Not parking in the designated area---16 points.
5. Driving in neutral gear when going down the slope---32 points.

Eighth part
8. Crosswalk
1. The examinee shall stop in front of the stop line when the double-yellow light flashes.
2. In the event of power failure or breakdown of equipment such that the light is not working, the examinee still has to stop and then continue after confirming no vehicles are coming from the two sides.
Criteria for deducting points:
1. Not stopping or not letting pedestrians pass through first ---32 points.
2. Front wheel going over the stop line when parking---32 points.

For other improper operations during the overall road riding test, the criteria for deducting points are:
1. Switching to reverse gear when driving forward---16 points.
2. Not driving in a reasonably controlled manner. (A) Over the lines at the side of the road or the central line of the continuous line (B) Colliding with a safety island or other vehicles---32 points.
3. Not driving on the designated route or not changing lanes appropriately---16 points.
4. Not completing the test or missing any of the items---32 points.
5. Engine stalling during driving (excluding at the starting point and the destination, where a serial deduction applies)---8 points.
6. Other technical items (a serial deduction applies to the same item, although the maximum points which may be deducted is 18 for other items.)
(A) Improper start---2 points.
(B) Lurching forward of engine caused by making a fast start---2 points.
(C) Abnormal sounds when gear changing---2 points.
(D) Not changing gears in order---2 points.
(E) Improper operation of brake (including hand brake)---2 points.
(F) Improper operation of clutch---2 points.
(G) Improper control of accelerator---2 points.
(H) Not paying attention to other vehicles especially coming from other directions; not being aware of pedestrians; improper use of turn signals ---2 points.
(I) Turning steering wheel unnecessarily after the car is fully stopped---2 points.

Now, let us show you the overall standard driving skill required from the starting point.

After the test is over, those who have passed shall receive their licenses at Window 20 in A Building after the invigilator submits the passing document to the license-issuing window for review. Those who have failed must reapply for another driving test at Window 22 in A Building at least seven days after their previous test.
Other matters requiring particular attention:
1. Those who fail the test may only reapply at least seven days after the previous test.
2. Those who cheat during the test will be disqualified. Under Article 77-2 of Road Law, the examinee will be suspended from taking a further driving test for five years.
3. The examinee shall be legally responsible when damaging the road, vehicles or injuring people and must pay compensation where necessary.
4. The examinee who already has a license who intends to re-apply and use the license will be fined between NT$6,000 and NT$12,000 under Subparagraph 5, Paragraph 1, Article 21 of the Road Traffic Punishment Act.
5. Those under age of 18 may not apply for the test. Those who pass the test and subsequently are found to have cheated will be disqualified and the fee paid will not be returned.
6. Those who apply for the test shall take it at the designated test time and will be deemed as waiving their right to take it if they are late. A reapplication and fee are required.
7. Those who fail the test for a regular heavy motorcycle driving license may take the test for a light motorcycle driver’s license on the same day.
